In 2007, the government decided to study the establishment of a “Pediatric Specialist Medical Center of Excellence”, to gather experts in a multi-party collaboration, and to focus on research and training to further improve the quality of pediatric medical services in Hong Kong. The government set up a steering committee in 2008 to study the service scope, operation mode and physical infrastructure of the project, and then found suitable sites in the Kai Tak Development Zone (ie the south apron of the former Kai Tak Airport) to build a medical center. The "Hospital Authority Pediatric Services Review Report" was published in 2011 and contains the results and recommendations of a comprehensive review of pediatric services to prepare for the development of a medical center.
